According to the Korea Central News Agency (KCNA), Kim spoke at the 8th Congress of the Korean Workers Party held in the capital Pyongyang after 5 years.
He stated that he is open to dialogue with Washington. But that North Korea needs to further increase its military and nuclear capacity to deal with US hostility.
In his speech, the North Korean leader reiterated that the United States is the “main enemy” of North Korea, “Whoever takes office in the US, the country’s basic structure and hostile policy will never change.”

Stating that establishing new relations with the US depends on whether or not the US continues its hostile policy, Kim said nuclear weapons will not be used unless the enemy forces consider using nuclear weapons.
Commenting on the difficulties faced by his administration as “the worst and unexpected ever”. Kim called for a new 5-year plan.
